Google’s John Mueller has issued one of his clearest warnings yet about the sitewide consequences of low-value programmatic SEO: publishing large numbers of pages that provide only marginal value can eventually make Google’s systems less confident that the site as a whole is useful.
Responding to a site owner on September 7, Mueller described a programmatic approach that iterated through combinations of domain names, technologies and attributes to create large numbers of pages. According to Search Engine Roundtable’s report of the exchange, Mueller said these projects can easily produce pages with “some” value individually while leaving the overall site much less compelling for users.
His most consequential point concerned what happens after that pattern has existed for some time. Mueller said Google’s systems may have lost faith in the site providing good value based on its older pages, adding that resolving such a situation tends to require time and significant effort.
The statement does not establish a new named “site trust” ranking signal, and Mueller did not say programmatic publishing is inherently against Google’s rules. It does reinforce a principle Google has been making increasingly explicit: scale is not a substitute for usefulness, and a large body of weak pages can become a problem bigger than the performance of any single URL.
Mueller’s concern was the pattern created by thousands of combinations
The site Mueller was discussing appears to have used a familiar programmatic SEO model: start with structured variables, generate combinations and create pages for each possible permutation.
That approach can be legitimate. Travel sites generate destination pages, marketplaces create category and location combinations, and databases expose useful records at scale. Automation itself is not what makes a page low quality.
The danger appears when the generation logic is easier to scale than the underlying value. Mueller noted that it is easy for programmers to create many pages and even easier now with code generators. The difficult part is ensuring those pages provide something users genuinely need.
Adding more automatically generated definitions or data points does not necessarily solve the problem. A site can become larger without becoming more useful.
Google can evaluate the overall pattern, not just isolated pages
Mueller’s use of the phrase “lost faith” is important because it moves the discussion beyond the simplistic idea that Google evaluates every URL in complete isolation.
Google’s current spam policies explicitly say that the company generally begins with a presumption that individual pages, including new pages, match the overall quality of other pages on the domain. That does not mean every site has one permanent quality score, but it does show why a large historical pattern can influence how new content is approached.
If hundreds or thousands of pages repeatedly offer thin variations of the same idea, Google’s systems accumulate evidence about what the domain tends to publish. A genuinely excellent new page then exists inside that broader context.
This is the risk programmatic SEO teams often underestimate. The downside of a weak template is multiplied by the number of URLs the template creates.
Programmatic SEO is not automatically spam
Mueller’s comments need a careful distinction. He did not say that all programmatic SEO violates Google’s spam policies, and he explicitly stopped short of declaring the site in question spam.
His warning was that this style of programmatic SEO often ends up as spam, borderline spam or low quality when the main achievement is producing a huge number of pages rather than providing meaningful user value.
Google’s official definition of scaled content abuse follows the same logic. The policy targets many pages generated primarily to manipulate search rankings instead of helping users. Google says the issue applies regardless of how the content was created.
Its examples include mass-generating pages with AI without adding value, scraping or transforming other sources, combining existing material without meaningful additions, and producing pages that make little sense to readers but contain search keywords.
The decisive variable is therefore not whether code created the URL. It is why the page exists and what useful experience it provides after it is generated.
AI has made the economics of low-value scale even more tempting
The warning arrives at a moment when the cost of generating pages has collapsed. A programmatic SEO system once required datasets, templates and custom engineering. Generative AI can now write supporting copy, FAQs, definitions and variations for thousands of URLs with relatively little marginal effort.
That makes scale operationally easy while making editorial restraint more important.
Google’s guidance on generative AI content does not prohibit using AI to create or structure material. It specifically warns, however, that generating many pages without adding value may violate the scaled content abuse policy.
The problem is not that the text came from a language model. A human-written programmatic template can be equally unhelpful. Conversely, automation can power extremely useful pages when each URL delivers unique data, functionality, analysis or context that genuinely satisfies its audience.
Google is also warning against programmatic expansion for AI search
The issue now extends beyond conventional blue-link SEO. Google’s 2026 guidance for its generative AI search features warns site owners not to create separate content for every possible variation of how users might search, including fan-out queries, when the purpose is primarily to manipulate rankings or generative AI responses.
Google’s rationale is particularly relevant to programmatic strategies: modern systems can understand relevance even when a page does not contain an exact-match version of every possible query.
That weakens one of the traditional justifications for producing thousands of near-identical landing pages. If a strong page can satisfy many related formulations, creating a separate URL for each wording can add indexable volume without adding meaningful information.
The question becomes whether each generated page deserves to exist independently for a user, not whether a keyword permutation can technically support another URL.
Recovery is not a matter of fixing one template tag
Mueller’s comments become more significant when he discusses recovery. He said resolving the situation tends to take time and significant effort to demonstrate value again.
He suggested looking at the work involved in recovering from spam and core-update issues for a sense of the effort and timing, while explicitly clarifying that he was not saying the site itself was spam.
That comparison implies a different remediation strategy from ordinary technical SEO. If the problem is an accumulated quality pattern, changing a title tag, adding schema or rewriting a few introductory paragraphs is unlikely to transform the overall picture.
A meaningful recovery may require deciding which page types deserve to exist, consolidating overlapping URLs, removing or excluding genuinely weak sections, improving templates with substantial unique value, and rebuilding the publishing criteria that allowed low-value pages to proliferate.
Google then needs time to recrawl and reassess that changed site.
The most expensive mistake is continuing to scale after the signal turns negative
Programmatic systems are attractive precisely because they make publishing cheap. Once a template and dataset exist, adding another thousand URLs can feel almost free.
Mueller’s warning reverses that calculation. If Google already sees the existing output as low value, expanding the same pattern may deepen the evidence rather than create more ranking opportunities.
This is why programmatic SEO needs quality gates before scale, not after it. Teams should test whether generated pages earn impressions, engagement, links, conversions or other evidence of usefulness before multiplying the template across every theoretical combination.
A page inventory should also be examined as a portfolio. If most generated URLs receive no meaningful demand and contain little information unavailable elsewhere on the site, the business case for keeping them indexable becomes weak.
Unique data is more defensible than unique wording
One of the clearest ways to distinguish useful programmatic publishing from thin permutations is to ask what actually changes from page to page.
If the only differences are a city name, product name or technology keyword inserted into largely identical prose, the pages may technically be unique while remaining functionally repetitive.
More defensible programmatic pages contain information that genuinely changes with the entity: live availability, original pricing data, local regulations, inventory, measured performance, proprietary statistics, user reviews, comparisons, interactive tools or expert analysis tied specifically to that record.
Unique wording is easy to automate. Unique utility is much harder, which is precisely why it creates a stronger reason for the page to exist.
Site owners should audit templates before auditing individual URLs
When thousands of programmatic pages are involved, reviewing every URL manually is unrealistic. The efficient unit of analysis is the template and the data source behind it.
Teams can group pages by template, examine representative samples, measure how much genuinely distinct information each page provides and compare performance distributions across the group.
If an entire template generates almost no useful search demand, engagement or business outcomes, fixing isolated pages may not be enough. The template itself may need to be redesigned, consolidated or removed from search.
This is also where server logs, Search Console data, crawl statistics and indexation patterns can help distinguish useful sections from large inventories Google rarely chooses to surface.
“Trust” should not be turned into another imaginary SEO score
Mueller’s language will inevitably encourage some marketers to talk about a measurable Google “trust score.” That would go beyond what he actually said.
Google has not announced a metric called site faith or site trust that publishers can inspect, optimize to a target number or recover through a specific checklist. Mueller was describing how Google’s systems can develop a negative expectation about the value a site tends to provide based on its historical pages.
The actionable lesson is therefore qualitative rather than numerical: a site’s publishing history matters, and repeatedly creating weak pages can make future evaluation harder.
Trying to reverse that with superficial trust signals would miss the point. Mueller’s prescription was time and significant effort to show value.
Programmatic SEO needs a reason to exist beyond scale
The strongest programmatic websites solve problems that would be impossible to address manually. They organize enormous datasets, expose useful combinations, create tools or make highly specific information available at the moment someone needs it.
The weakest ones simply use automation to manufacture a URL for every keyword variation that can be imagined.
Mueller’s September 7 comments draw a clear line between those mindsets. Generating pages is easy. Generating genuine value at scale is hard.
And once a site has spent months or years teaching Google that its large programmatic inventory offers little value, reversing that perception may be much harder than launching the pages was in the first place.
